Both are performed to seek the blessings of the Navagrahas (nine planets), but they differ in purpose, intensity, and method.
Navagraha Pooja
Navagraha Pooja is a general worship offered to all nine planets to:
Receive planetary blessings
Improve overall harmony and wellbeing
Reduce minor doshas and obstacles
Support career, marriage, health, and prosperity
Usually done as a devotional ritual with offerings, archana, and prayers. No havan is done in Navagraha pooja.
It is generally devotional in nature and suitable for those seeking balance and positive energy
Navagraha Shanti / Havan
Navagraha Shanti is a more specific remedial ritual aimed at pacifying afflicted or malefic planetary influences in a horoscope.
This is usually recommended during:
Pacify strongly afflicted or malefic planets
Reduce suffering during difficult dasha/bhukti periods
Address serious doshas, repeated obstacles, health issues, financial losses, delays, or karmic troubles
Unlike a regular pooja, Navagraha Shanti is a stronger remedial process.
